Delegate Foster moves to amend the bill on page 3 section 13 line 52 following the words “under this section” by striking the remainder of the sentence and inserting in lieu thereof the following: “by a city or municipality based solely on the employment of a person in a city or municipality that is collected by an employer from an employee who lives inside or outside of the city or municipality may not be imposed on any employee working in the city or municipality. All other taxes and fees authorized by this section based on residency or other factors other than employment in the city or municipality, shall not be affected by this prohibition:  Provided, That no user fee utilized to secure municipal revenue bonds shall be abated until such bonds are paid in full.”
